Yes - Creates a new record for you to fill in.

No - Does not create a new record.

This prompt appears whenever you try to select from an empty list.

In some cases, you may choose Yes to create a new record, but for some reason a new record isn't created. This can happen if you are on a type of record that you cannot control. The system automatically stops you from creating records where you have no access.
